Navigating Utah’s Alcohol Laws for Your Event: A Guide to Serving Drinks Stress-Free

If you are planning a social gathering, corporate gala, or large private party in the Beehive State, you’ve probably heard the rumors: Utah’s liquor laws are incredibly confusing.
While it is true that the Utah Department of Alcoholic Beverage Services (DABS) has some unique regulations, serving alcohol at your event doesn't have to be a headache. At Event Team Utah DMC, we've staffed hundreds of events, and we know the ins and outs of keeping your bar legal, safe, and fun.
Here is everything you need to know about navigating alcohol service for your next Utah event.
1. The Big Question: Do You Need a Liquor Permit?
The most common question we get is whether a host needs a special permit to serve alcohol. The answer depends entirely on who is paying for the drinks and who is invited.
Private, Hosted Events (No Permit Needed): If you are hosting a private, invite-only event (like a wedding reception or an employee appreciation party) and you are providing the alcohol to your guests for free, you generally do not need a DABS permit.
Cash Bars & Public Events (Permit Required): If you want to charge your guests per drink (a cash bar), or if your event is open to the general public, the rules change. You will be required to apply for a Single Event Permit from the state. Be warned: this process takes time. Applications must be submitted at least 15 to 30 days before the event and require local consent, a floor plan, and specific insurance.
Events at venues with existing liquor licenses: You won't need a license for this type of event, but you will have to pay based on consumption, basically like you would if you were to visit the same establishment on your own.
Because of the strict permit laws, the vast majority of our clients choose to host an "open bar" for their private events.
2. Sourcing Your Spirits: Keep it in Utah
So, you’ve decided to host an open bar. Where do you get the booze?
Buy Local: Under Utah law, all alcohol served at your event must be legally purchased within the state of Utah. This means buying your liquor, wine, and high-ABV beer from state-owned DABS liquor stores or authorized package agencies. You cannot drive across the border to Wyoming or Nevada to stock up, and you cannot serve alcohol purchased on a military base. Don't worry, as a destination management company, we only engage with bartending services that are able to handle this on your behalf.
The Keg Rule: Dreaming of tapping a keg for your backyard wedding? Unfortunately, private events cannot legally purchase or serve from kegs in Utah. Unless you have obtained that Single Event Permit, you'll need to stick to bottles and cans for your beer supply. You can, however, offer whichever local beer options you'd like in cans or bottles!
3. Why You Need Certified Professional Bartenders
Even if your private event doesn't require a state permit, you don't want your cousin to stand behind the bar.
In Utah, as in most states, the host of an event can be held legally liable for injuries or damages caused by an over-served, intoxicated guest. Furthermore, anyone serving alcohol in a professional capacity in Utah must complete an approved state alcohol server training program.

4. Your Venue’s Requirements
Your specific venue gets the final say on what happens on their property.
While state law might allow you to serve a specific liquor, some venues have rules prohibiting shots, glass bottles, or red wine (to protect the carpets). Many venues also require the bar to close 30 to 60 minutes before the end of the event to give guests time to sober up before driving. We'll verify the alcohol policies directly with the venue coordinator before making our state liquor store run.
5. Don't Forget the Mocktails!
